Cirie Noyes | Academic Scheduling Manager | Utah State UniversityWith 19 years of experience in higher education, I currently serve as the Academic Scheduling Manager at Utah State University. In this role, I coordinate complex academic calendars and ensure that course schedules align with institutional goals and meet student needs. Over the years, I’ve developed a strong appreciation for the intricacies of university operations and take pride in supporting an environment that fosters learning, growth, and student success. Outside of work, I enjoy reading a wide range of genres and spending time outdoors. I especially love camping in Utah’s stunning landscapes with my husband and our two daughters. Recently, our family has discovered a passion for traveling. It has been an incredible way for us to explore new places, spend quality time together, and create lasting memories. |
Liz Johnson | Associate Registrar | University of Utah
Liz has worked in Higher Education for over 25 years, and currently serves as an Associate Registrar for the University of Utah, near the foothills of the beautiful Wasatch Mountains. Despite wanting to be a Registrar when she grew up (like we all did!), her true introduction to the profession began in 1996 as a registration clerk for the night team at Salt Lake Community College.
Throughout her career Liz has had the opportunity to work with various Registrar functions, including academic scheduling, event scheduling (including arranging commercial filming and marathons on campus!), free speech, petitions for exception to policy, disability accommodations, technology upgrades, residency appeals, registration, transcripts, and graduation. She previously served her institution as the University Health and Safety Committee Chair and Student Affairs Professional Development Committee Chair, and still serves as a member of the Classroom Improvement Committee (CRIC). Leadership, Professional Development, and process improvement are dear to her heart, and she believes we can all contribute to creating a better human experience for our students and staff. Liz presented at her first PACRAO conference in 2012, and has had various opportunities to present at PACRAO and UACRAO, along with attending AACRAO several times. Liz has served as a member of the PACRAO N&E in 2013, was able to participate in PACRAO LDI 2023-2024, and is serving on the program committee for PACRAO 2025. She holds Bachelor’s Degrees in Marketing and Business Administration from the University of Utah. |
Alejandro Valquinto | Associate Director of Admissions and Recruitment | Weber State UniversityI'm Alejandro Valquinto, Associate Director of Admissions and Recruitment at Weber State University. For over 11 years, I’ve had the privilege of serving students through various roles in the admissions office, including managing the Wildcat Ambassador Program and leading in-state and out-of-state recruitment efforts. Before that, I was an advisor for the TRIO Educational Talent Search (ETS) program at Weber State, and prior to that, I worked with the Ogden School District as a Community Liaison and later as Director of Community Schools, where I managed a local community center focused on family and student engagement. Born in Buenos Aires, Argentina, I moved to the U.S. as a teenager. I’m proud to be the first in my family to earn both a bachelor’s degree and a Master of Public Administration (MPA). I’m passionate about helping students succeed and empowering them to pursue higher education. Outside of work, you’ll find me spending time with my family, watching Formula 1, or buying and selling cars for fun. |
Josh Richey | Interim University Registrar | Brigham Young UniversityJosh Richey is the Interim University Registrar at BYU. He has worked full-time in the Registrar’s Office for the last 10 years. Before coming to BYU as an employee he worked as an advisor for eight years at two institutions: Northern Virginia Community College and NorthWest Arkansas Community College. Josh earned his bachelor’s degree BYU and a Master’s degree from The George Washington University. |
Kirsten Barton | Accounting Assistant | Utah State UniversityKirsten Barton earned her Bachelor of Science in Business Information Systems with an emphasis in Office Systems Management from Utah State University, graduating Summa Cum Laude in 2006. While raising her family, she served in various PTA leadership roles, including Treasurer and President. Professionally, Kirsten managed Accounts Receivable and Payable for RSM Food Service before returning to her alma mater as a Gift Processor in Advancement. She now works as an Accounting Assistant in the Registrar’s Office at Utah State University. Outside of work, Kirsten enjoys playing volleyball and supporting her children in their athletic and musical pursuits. She and her husband, Rob, live in Logan and are the proud parents of five children, including two USU graduates and a third set to begin in the fall. |
Darlene Milligan | Manager of Admissions | Ensign CollegeOriginally from Boston, Darlene Milligan is the Manager of Admissions at Ensign College and a passionate higher education professional with experience at both Ensign College and Salt Lake Community College. A first-generation college graduate, she earned her bachelor’s degree from Brigham Young University and is currently pursuing an MBA at Southern Utah University. Darlene brings strong organizational skills, clear communication, and a deep commitment to student success. With a background in admissions, enrollment management, and cross-campus collaboration, she would be honored to serve as Secretary for the UACRAO Board. |
